What do i need to sponsor my daughter in Dubai?

My daughter is 16 years old now and i would love her to live with me in Dubai, at the moment she is living in England with my family.
The problem is...... we have no idea where is her mother is, to get NOC letter! Do i need any NOC letter from her mother?
And, is it a problem if her birth certificate shows her mothers surname and her passport got my surname?
What can i do to get her residency in Dubai?
