What are the requirements I need? Am I allowed to visit Dubai city?

I am working as a admin assistant here in Saudi Arabia but by IQAMA category is a general cleaner can I visit my friends in Dubai? Can I obtain a visa upon arriving on Dubai airport or if I will take the SAPTCO bus?
