Visit Visa on arrival for Kuwait resident Indian engineer

Hi,

I am planning to visit Dubai for three days from May 26th,2010. I am an engineer by profession and it is stated on my Kuwait residence page in my Passport. My passport is valid for another 5 years while my Kuwait residence will expire in October 19th this year.
Will I be eligible for a visa on arrival at Dubai Airport?
