visit visa for baby

My salary is only 2000 dhs total and my husbands is 2929 dhs total. Can we apply a visit visa for our 11 months daughter who was born in Dubai but now she is in the Philippines?

If not, can my sister whose salary is 14,000 dhs, sponsor my baby?

What other alternatives i can do?
