Travelling from Tel Aviv, Israel to Dubai

I'm from Colombia and I've got a friend in Dubai. I am in Israel as a tourist and would like to visit my friend in Dubai. Do I have any problem getting a tourist visa because I'm in Israel. I was reading that if you have an Israeli stamp on the passport you don't get a visa for Dubai.

Could you tell me what do I need to do in order to get a tourist visa, please? Just want to visit my friend for a week. Thanks
