Travel to Kuala Lumpur via Dubai City.

I'll be traveling via Emirates from Istanbul to Kuala Lumpur. The transit hour is only 2-3 hours before the next Emirates flight to Kuala Lumpur. Do i need a visa for the short transit hour? I don't think i'm able to visit Dubai city during the transit.
