Transfer at Dubai Airport - Do I need a transit visa Dubai?

Question: I will be traveling from New York to Islamabad (Pakistan), with Emirates Airline. I have a change of flight at Dubai (stop over of about 3 hours). Do I need a transit visa, and if yes, how and where do I obtain it. The date of arrival at Dubai airport is 31 August.
