tourist visa for turkish person

Hi there,

As would like visit my friend I will need a visa for UAE.
I live in London. I try to speak with UAE embassy here , but they told me They dont give any visa from London anymore.
I Booked my flight ticket by turkish airlines.
As I would like to stay with my friend in her appertment.Do I still have to book a hotel?
I spoke to some hotels in dubai and they told me they will charge me £900 for guarantee.

I really dont wanna pay for hotel. I like shopping more.
