The embassy in Bahrain

the embassy in Bahrain don't want to issue the tourist visa for me, i have my friends letter from Dubai and from my company and still the embassy here says no call Dubai airport and will get the visa there...what do i do???i need to get there before 10 days from now, I'm south African in Bahrain.
