Residents from Riyadh, KSA to Dubai city

Question: I have a friend who would like to visit Dubai city this coming April and they are Family (Filipino Residents from KSA - 2 Adults & 2 kids).

I would like to know what are the procedures?

Do they need to have visa from Embassy?
