New Visa regulations?

Hi there,

I'm rather confused regarding the new Visa regulations to be implemented in Dubai on August the 1st.

I keep reading conflicting information regarding this. I'm from Ireland. When I travel to Dubai in September, will I need to pay for a visa? I will be staying two weeks on Holidays.
