my girl friend and future wife wants to live with me in dubai, how do i get her i visa?

Hello,

I am Emirates citizen and I wanna bring my girl friend to live here with me in the UAE what do I need to do to get her a visa and what is required I'll be covering everything for her and she is not gonna work she will just live me so, can she get visa in this situation?
or does she need to be my wife so i can issue visa for her?
because we are planning to get married but next year but she wanna come live with me here??
