My baby is holding tourist visa now, How can apply residence visa for Dubai?

My baby is holding tourist visa, It is possible to make residence visa to her? I am worried because me and my husband salary is only 2500 + 2500.

pls tell me.. how to get tourist visa for a baby as both u parents holding employment visa .Travel agent told me that tourist visa not available for baby alone.Because my wife have a valid visa.pls advise me
