Is there a transit without visa for Dubai city?

I have Norwegian travel document, and I need to visit my family in Addis Ababa or Somalia. If the plane i boarded lands in Dubai and I have my ticket for the connecting flight from Dubai to Addis Ababa or Mugadishu, do I need transit visa from U.A.E or I can make smooth transit without visa. Moreover, I will not go the city (Dubai) but stay in the airport until my flight departure.
