Is an age limit for anyone trying to get a visit visa here in Dubai?

Hi, I'd just like to ask if there is an age limit for anyone trying to get a visit visa here in Dubai?

I actually have a friend who wanted to go here for a month visit but she's only 22 years old. Before I advise her to process her documents, I'd like to confirm this issue first so as not to waste her time also.

I tried looking the same in DNRD's website but there was no relevant information provided there as well.
