I am a US green card holder and Albanian citizen. Do i need a visa to visit Dubai city?

Question: I am an Albanian citizen and a LPR Lawful Permanent Resident of the United States of America. Have a green card. Would like to go to Dubai city to visit a friend of mine. I want to know if I need a visa to go Dubai city, or if I just get one upon arrival.
