How do we proceed to get Dubai Tourist Visas?

Question: Hi, I have an American Passport, my girl-friend has a Brazilian Passport, we both reside in Portugal, how do we proceed to get Dubai Tourist Visas? We already reserved rooms at Burj Al Arab, as at Mina A' Salam at Madinat, Jumeirah.
