Family get together in Dubai..visa info please!

Question:My husband and I are American citizens. We want to meet my husband's parents (who live in Karachi,Pk) in Dubai for a vacation. I have two questions:
1) Can a Villa sponsor my in-laws for a visa? or do I have to make reservations at a hotel for them to sponsor my in-laws?
2) What is better Hotel? or Villa? I am trying to cut on expense a bit. So i don't know which way to go... Any advise would be helpful.
