Does she need a transit visa? how much does Dubai transit visa costs?

My sister is from Philippines but already a resident of Denmark. She will fly from Hamburg Germany to Dubai via Emirates airline (confirmed return ticket) on Sept.24,2010 and will stay in our place (me and my husband) for 3 days and will fly to Philippines on Sept.27,2010.My question is does she need a transit visa?how much does it costs?Can my husband an Emirates staff apply for her transit visa at Marhaba services?
