You can get 30 day tourist visa by booking a room in a hotel - the hotel will issue a visa to you.

Or contact their airline - Emirates or Air Arabia - they also assist in issuing visas with a 2 way ticket and a hotel booking.

you will have to pay for the tickets and the hotel rooms and the visa in advance - most probably.

Visa alone will cost you about 160 dhirams or about 60 t 70$.
Hotel rooms begin at 60 to 70 $ a night at the 2 stars.
