Do I need a Dubai transit visa for going to Kish Island, Iran?

I am planning to go to Kish Island, Iran from New Delhi, India via Dubai to attend an international conference organised by Ministry of Co-operatives, Government of Iran.
The organisers have informed that I can obtain an entry visa for Kish island at the port of entry. As I have planed to go via Dubai, do I need a transit Visa?
