Dependent solo visit Dubai city

Question: I'm currently working in Riyadh as a hospital assistant, I'm a dependent of my folks who are both working here. I'd like to visit to Dubai city on one of the 3-day tour packages but I've been hearing that dependents even if they are of legal age are not given tourist visas to enter Dubai. Is this true?

No plans of skipping the border or anything, in fact if I'd probably be traveling with my sister who's currently still in college so extending my stay is not an option and my work is stable here already... heck it can make me afford a trip to Dubai. Please assist, 'cause I really want to go there for my vacation
