can i sponsor my niece a 14 year old to continue her studies here in dubai under my sponsorship?

I have my niece,she is on High School level. I want her to stay here with me in Dubai and continue her HS or even start again her HS.
What are the procedures of applying for her permanent residency under my sponsorship?
Please help.
