can i get a tourist visa on arrival?

I am a Filipino nurse working in a known hospital... before my flight date i was instructed that i can get my visa on arrival to Dubai. it was a big hassle for me because on my date of departure from Dammam to Dubai..i was not allowed to fly in Dammam airport...i missed my flight and wasted money just like that..
