Can Canadians still obtain a visa on arrival in the Dubai International Airport after January 2 2011?

Can Canadians still obtain a visa on arrival in the Dubai International Airport after January 2 2011?

I realize there has been some recent changes and much is unclear. I have a Holiday Inn hotel booked in Dubai but they do not sponsor Tourist Visa's. Emirates air will also not sponsor a Tourist visa because I am arriving into Dubai by Emirates but leaving through British Airways.
Due to my great confusion with recent changes, I have left this until a few days before leaving. I am aware I can apply to the UAE Embassy in Canada but they only offer a snail mail option.

How do I obtain a tourist Visa?
Any suggestions or help is welcome.
