My friend who lives in Dubai has arranged for Residence Visa for his parents. It got approved and they are eligible to travel to Dubai. Medical tests will then follow on arrival. Now, the parents do not want to move out to Dubai. Can their son who has arranged the Residence Visa for his parents get refund of the fees he paid?
