Age limit for ukraine single girl

Hi,
I'm a guy working in Dubai and I'm trying to get the 30 days VISA for my 30 years old girlfriend from Ukraine to spend some time together (we are not married yet).

I asked the hotel where I live if they can sponsor her, but they reply that the local law doesn't permit single girls under 33 years of age to enter AEU without a relative traveling with her.

Is it true?
