My friend is 75 years old. He wants to visit UAE as tourist for a period of one month. Is he eligible to get a visa?

i m 23rd years old and i have visit to dubai but i want to come second time but immigration is not responding to my visit request because of age limitation.even my first record is clear.and i want to visit again.
